About a year ago my phone fell in water and immedealtly put in a pack of rice to soak out the water, i checked it a few days later but it didnt work...recently i put it on the charger and it started flashing the start logo on and off but its not switching on and it wont stop flashing either maybe unless the battery runs out.

Welcome to Android Central! It's most likely water damage. You could try a new or different battery.

Or a different phone. Rice has killed more phones than dropping them onto concrete has. Please read Oh, no! My Phone got Wet! for the next time a phone falls into water. (Even a water resistant phone can get wet inside if it falls into water. Read the actual IP67 or IP68 (depending on which your phone has) spec. 1.5 meters of water is about 2.17 psi. Dropping a phone into water can cause in excess of 10 psi of pressure, forcing water into a "water resistant" phone.
