SMS Notification vibe/sound (even on Silent!) When on Phone Calls

My phone is always on silent throughout the work day which works as it should. But once I'm on a phone call "silent" doesn't work (even though the icon says it's on silent). So when a text comes in when I'm in the middle of a phone call it vibrates (hard and loud) in my ear AND makes the notification sound. This is very frustrating and disrupts the phone call. (Especially when you have those people who like to text 5 texts in a row)

Any idea on how to make "silent" actually silent when on a phone call for notifications? Other than having to manually go into settings when on a phone call to activate "do not disturb" mode, then remembering to deactivate it at the end of every phone call.
