Latest UI update for Android Messages not available on Samsung A5

The latest version of Android Messages with the new UI is not available for my Samsung Galaxy A5 via the Google Play Store, but it did update on my LG X Power 2. Does anyone know why it isn't updating on the Samsung?

Because the only API levels in the Play store aren't compatible with the A5. (You can't just install any app on any phone - some apps come in many versions, and the Play store sends the phone the proper version. If there is none, you just don't see it.)
