Hotspot: says connected but I can't actually load a page, why is this happening?

Hotspot: says connected but I can't actually load a page

I'm using the Hotspot from my Samsung galaxy alpha, and my computer(windows 8.1 64bit) is connected but I cannot access the Internet, anyone got any idea as to why this happens?
I've tried connecting with a open Hotspot, I've tried turning both devices off and on.

The error page i get on my computer while trying to load a page says that the page I was trying to view cannot be shown because the authenticity of the received data could not be verified

It's possible that your carrier isn't allowing you to tether because they require you to pay for a tethering account, so they're just "dropping the data on the floor" when you try to connect with something other than the phone. The computer sees garbage instead of an HTTP header.
