That shouldn't be a problem. If you're out of wi-fi range, the device will just use the GPS to determine your location. But if you don't have an internet connection, the tablet might not be able to do that much with that information, unless you have your local map temporarily cached.

Yes....... I use it with mapping programs to trace/determine where I am in vehicle runs into back country (no wifi, no cell coverage) .... It will also give you direction and location (lat/lon) and act as speedometer .... All done with proper apps....
