My Note 10+ has a weird display thing going on. Even at full brightness, it doesnt seem super bright like it used to be. My note 9 at the same brightness is brighter.

I have looked all through the settings and I do not use auto brightness or blue light filters.

    Could my panel be failing?

Did you check the power savings settings? These could also limit the screen brightness. My Note 10+, 2.5 years old, doesn't have any display problem, I'm using it at half brightness.

Then, IMHO, it is a hardware fault. Unless you have any other app installed that controls the display brightness.

And you can also try a solution I found on the seektogeek site.
    1. Go to Settings
    2. Tap on Apps
    3. Look for Device Health Services app
    4. Tap on Storage
    5. Tap on Manage storage
    6. Hit Reset Adaptive Brightness
    7. Enable/Disable Adaptive brightness
    See if it changed anything.

This is not possible. What Android version has your Note 10? Did you follow exactly my explanation or did you look for the app in your apps list? It doesn't show in the apps list because it is a service. You can find it only on the settings.....
As of getting in safe mode, see this .

Long press the power button until power off display on the screen then long press power off on the screen until safe mode appears , to get out of safe mode just restart the device.

So I compared in safe mode and it seems like it might be a teeny bit brighter.. But not much. So how the heck do I get to this device health services app? Is this the same thing as like the device diagnostic program? I'm afraid I honestly have some kind of hardware issue. I have a feeling my screen is slowing burning out or something to that degree.

Just kind of sad, as I thought Samsung when they refurbish devices, they put new parts and screens on etc. I'm also half way tempted to take it somewhere and have them look at it, but the last time I took a device somewhere and had them open it up and look at it, it turned into a disaster and ruined my device.

I already explained to you how to do this (I checked on my tablet with Android 12 and it is almost the same as in Android 9):

    1. Go to Settings
    2. Tap on Apps
    3. Tap on magnifying glass to enter search mode
    4. Type Device and look for Device Health Services app
    5. Tap on Storage
    6. Tap on Manage storage
    7. Hit Clear all data
    8. Enable/Disable Adaptive brightness

Test your phone to see if it was fixed.

I'm afraid I honestly have some kind of hardware issue. I have a feeling my screen is slowing burning out or something to that degree.
This might be also one possibility, unfortunately.

There are two more tests to try:
    1. Open your phone dialer and dial *#0*# ; You will get a menu of hardware tests you can try (only the first 3 are relevant for the display RGB). There is also a touch screen test here but it's tricky to stop it.

    2. Open Samsung members and tap Diagnostics. You will be able to test the touch screen. This the only test for the display.

Unfortunately, none of these tests will give any info on your phone's brightness problem, but it doesn't hurt to try.
This is all I have on brightness. If nothing helps, then only a repair shop could be your solution.

Yeah none of these things worked. Perhaps I will try a factory data reset and see if that helps.
