Why is google play services active use time the identical same as my phone has been off the charger. My s10+ and phones before it never had this issue.

I moved this from the S10+ forum to the Note10+ forum.
It's always hard to know exactly what part of Google Play Services is being used, and which app might be utilizing it (since many if not most 3rd party apps need to utilize Play Services in some way). Since it's only using 1% of battery, it's unlikely the cause of your battery drain. I'd focus more on your cell signal strength -- it only has 2 bars at the time of the screenshot, and if that's how weak it is chronically, then that can contribute to battery drain. If the signal is weak only in one location (e.g., at home), then see what happens if you turn on Airplane Mode (you can turn on wi-fi afterwards) and see if the drain persists.
