Email Notification (pop3) Not working

I am using Roadrunner for my primary email (pop-3). Notifications is not working. In settings there is a setting for Priority Sender, does anyone know what that is? And what it does if selected.

I'm using optimum and what I did was forward all my mail to a Gmail account. Since you need a Gmail account anyway for the play store. When I tested the speed it was on a 1-2 minute delay to receive it. I know it isn't a fix but just a suggestion if you're not in need of instant mail.
