How do you stack apps on top of one another on the Note 2?

On my DNA you just long press the icon for the second or third app and drag it over one already on the screen. That doesn't seem to work on this phone. Isn't this the way it's supposed to be done in jelly bean?

You can create a folder by dragging and dropping say one widget from the app list to your home screen. It should the create a folder. If it does not, you can always long press on the home screen and select folder. Then you can drag and drop the same.

You need to press and hold on an icon and them drag it to the "create a folder" button in the upper left corner. Once that is done, you can drag and drop apps into the folded.
