New note 3 running KitKat with unlimited data package. Rooted with towelroot, knox wasn't tripped.

Without using foxfi or a similar app, is there a stock ROM or workaround to enable native tethering for legacy data plans?

The site shows how to put a tethering app into a phone that has the native tethering app locked. It can't show you how to get around the carrier's charge for tethering - because they detect tethering at their end, not in the phone. Depending on the carrier, either nothing will happen if you tether (except that you'll be using up your data if you don't have an unlimited data plan), you'll be charged for tethering or your account will be closed (and you'll be charged an ETF if you're still under contract) for violating the carrier's TOS. (It's also theft of service - you're getting a service you're not paying for - but I haven't heard of anyone being prosecuted for it yet.)
