Welcome to Android Central! Are you plugged into a wall outlet or a computer USB port? Computer USB ports don't supply much current, so if you're actively using the phone, the battery will often still go down while plugged in.

What are you doing while charging -- playing a CPU-intensive game? If you're doing something that uses a lot of battery, it can still outstrip charge rate.

Also, the Note 3 is very old, so the battery is probably pretty worn out. You can look into a replacement battery, but chances are any replacements out there are also very old, and therefore may also be worn out as well.

It's time for a new battery, but like I said above, any replacement you get has probably been lying around for a long time, and has also deteriorated, so it could also give you the same problem.

imo, as long as the battery was not sitting without charge, it should still be good. just make sure you get the battery from a site that has a good return policy.

Batteries can be NOS, or New Old Stock, meaning they were manufactured years ago, but have remained on a supplier's shelf since then. Materials in a battery will degrade some over time. If you look at a battery packaging sold in a store, they usually have a "Best By ____ date on them. They may still be usable, but not to the best efficiency they would have been, new. You might be able to find a 'replacement' battery manufactured more recently by a reputable manufacturer, too. I used a replacement battery in my ex-wife's Galaxy Tab 3 that worked perfectly, and bought a spare for later replacement, as well. This might be an option for you, but make sure there is a good warranty/service policy.

new ones usually have charge, though it may not be full charge. I don't know how long it will last just sitting around so that is why I suggested making sure of the return policy. was just on amazon and they have some on stock with recent reviews from verified purchasers. so depending on how much you trust their reviews, amazon usually has a good return policy when needed.
