Is the home button supposed to be flush or raised?

My home button is raised and I was curious if this was how it should be. My wife has a Note 2 and the home button is flush with the device.

Mine is raised as well. The unit I played with at AT&T was raised too, I think all the 3's are.

My Verizon variant has it ever so slightly raised.

While mine isn't wobbly like some have stated, mine does get stuck depressed if I push it on the left side of the button. Not always, but sometimes.
