Heptic feedback not working

I have the heptic feedback turned on, but it is not working. I did the cache wipe and it is still not working. Has anyone else had this issue? Anyone know how to fix this?

You can have power saving on and heptic feedback on. You just need hit settings, general tab and click on the word power saving and uncheck heptic feedback. Now you can still have all the benefits of power saving while still having heptic feedback
