Nah its on auto. It's only looks really low due to it always being lower when under 5%
Android system is always higher since updating to kitkat. It tends to be at times over 28% some days.
One time I had 3h 30 min screen on with auto brightness, and my android system was using 39% battery while screen was using 22%. KitKat has some battery drain issues :E

Wow, that's a terrible regression. My Android System is 4% not 25-40%. I am 64% battery after 24hrs off the mains on my Flex. When it first came out the Note 3 had good battery and one of the best screen-on times too, this KK....wait. Did you factory reset after Kit Kat? Or not? I keep hearing it makes a big difference on some phones.
I never did that as I havnt needed to really. Even though Android system is a lot higher on kitkat battery life is still great so hasn't been an issue to me. Not sure why it's higher on kitkat but as I said I get on average 5 hours screen time and well over a day+ total
It might just be a change in the categorization of certain tasks and/or a different methodology of executing similar functionality that is handled by the OS instead of a separate app, etc.
Most people post battery stats up to show off the battery usage which is great. But we all have to realize most people leave their phone on stand by to build up the amount of hours. I am a heavy user I currently have an Extended battery right now. I'm using this battery to run a real life test. I used this phone non stop and this is the actual percentage I ended up with. Others maybe different. However I have never ever had this amount of battery life with the regular oem batteries. The only time I had 1 day or better it's because I had it on stand by most of the time.
