The software disclaimer appears everytime I restart my note 3.

Can you describe the disclaimer? If it's the Volume Level warning, unfortunately there's no way to get rid of that one. Everytime you reboot, it'll come back.
The disclaimer is like a system disclaimer. Every time the phone turns on after a reboot, there is a notification. The icon is a phone with an arrow swooping upwards (I think). The text for it says "The software disclaimer has been updated". You have to click on it, as it does not swipe away. When you click on it, it has two paragraphs. Between them is a check box. You check the box and then tap "continue" or "OK" and then it goes away, then check for updates and that's it. It does not have anything real specific in the text but it is a phone thing and not an app thing.
