My Samsung Galaxy Note 3 only shows installing on apk and won't finish installing apps on play store

So I'm switching back to it from my current Moto G4 Plus because I like the Note 3 A lot but it won't install any apps from play store as it shows as a test 13.5mb/13.5mb and it won't finish

If 13.5mb/13.5mb, you probably don't have enough space to install any apps.

And if an app is already installed, you can't install it again. You can update it if the "Install" button says "Update", but you can't install an all over itself.

But i have more than 20 Gigabytes Left so it can't be space

I don't know if a "delete dumpstate" will help in your case. A long time ago I once had a memory discrepancy issue which the "delete dumpstate" tool resolved. You can try of you want (no side effects):

1. Save any work you are doing on the phone.
2. Go to your "phone dialer".
3. Type: *#0*# (Note that on typing the last character...the hash...a menu should appear).
3. Select the item "Dumpstate/Logcat" (see screenshot attached).
4. Tap "Ok" to confirm.
5. Restart your phone immediately.
