Not that I would use it, just don't know why I can't use it.

I played with it and mine (Sprint) has another option called Talk Back located just above Dark Screen.
If I turn that on, DON'T!, it then allows the other three to be selected.
If you do have it and turn it on, be aware that everything you do with be spoken first. So if you touch an option it will read what you touched. You will have to touch twice to select it. Pain getting used to and hearing it speak everything you do.
