    I'm pretty sure I know the answer to this (being no) but is there a way that if I put my phone on silent that if a specific contact calls or text that the phone will make a noise?

    Yes, this can be done with an app called Silent Time

    Your Note has "Blocking Mode" which let's you block any calls or notifications and allow you to choose exceptions. I set my immediate family as exceptions when I turn on blocking mode before bed. No need for another app
