Why have my sounds and notifications settings stopped working on my Note 4 after the system updated 2 weeks ago?

sounds and notifications settings has stopped on Note 4 after systems updated 2 weeks ago

Two weeks ago Samsung had a system update on my Note 4. Since then, the sounds and notifications settings 'has stopped' when I tried to make changes.
Also, there is a new notification box with many buttons showed up on the screen. Like ghost, blocked several buttons such as the message 'send'. Very annoying. Anyone can help me with this? BTW, I cleared all Caches but nothing worked.
