Ask your carrier for the code to turn off voice mail. I'm o2 UK. I call 1760 I get a message, "your voice mail service has been switched off, you have not been charged"
    Good luck.

Two possible reasons that I can think of, the first is that you have that person on your blocked list, and the second is that you are in a bad reception area at the time. I think it may be the first reason, take a look under your phone App settings, under call, under call rejection, and look to see what is under the auto reject mode and list.

{also If the blue circle has small A then it is the auto-reject, if it has just a blue circle then I think that means you dismissed the call}.
