Carrier unlocked but no original carrier?

Hey, so I'm about to purchase a n910c from B & H, but noticed that the QA section said that the phone is carrier unlocked and not factory unlocked. I asked the rep what this means, and he said that they get their phones from a big distibutor via Samsung, and that the distributor then unlocks them. He also said though that they were never locked to a carrier such as AT&T or T-mobile.

Does this make any sense to anyone else?
