I have a Verizon note 4 and want to get a Smart Talk card and use this phone. Is this possible?

I got a verizon note 4 June 2015, but Verizon is expensive and want to change. I like the phone. I want to get a Smart Talk card and port my number over to them, is this possible? Is the phone locked?
