I have a Samsung Note 4 and when I look at Power Saving to see which apps cause my phone's battery to decrease the Screen takes up more than 10%. My brightness setting is around 50%. Is this normal? I think it's too much considering the fact that I often keep the brightness setting less than 50%.

The percentage isn't as important as your overall screen-on time per full charge. Since the screen is usually the biggest battery user, it is not unusual for it to use that percentage of battery.

Charge up to 100%, then use your phone normally until it's down to 10-20%. Then look at your battery stats to see what the total screen-on time is. I don't have a Note 4, but I'd guess the average screen-on time would be around 4 or 5 hours.
