any way to change scrolling detection?

I've noticed that once you start scrolling with your finger it takes certain amount of slide distance for it to start scrolling. Is there any way to shorten that distance? Then shorter it is the less laggy it would feel. I compared it with my iPad and ios starts scrolling a lot earlier once you start sliding with your finger and it feels more snappy. Would I have to root the device to change such setting?

I felt the same way after coming from an iPhone 6+, but after a week of usage, I kinda got used to this. Its worse if you use battery saver, since it slows your phone down for efficiency. Would like to hear more responses.
