Can't Find Background Data!

My daughter has the new Note5. The Play Store is not working saying the background data is turned off. I've searched and searched, can not find it anywhere! Googled how to turn it on, no luck! It says what to do but the option to restrict it just isn't there. It's on my S6 bit no where to be found on her Note5! How in the Hell do I turn it on!?

Settings > connections > data usage > mobile data. Make sure these are on.

Also, click more at the top right, and check the background data settings... should not be restricted, by default.

To add to Glock23's assistance....while on the "Data Usage" screen, scroll down till you find the apps in questions, then select it...which will take you to a screen that at the bottom, allows you to turn that particular apps' background data off.

None of those options are anywhere....

On the data usage page, look at the top right and you should see the word "MORE". Touch that and it should open up options for background restriction.
