Compressed Video

Is there a messaging app for Android that will allow me to receive uncompressed video. iMessage allows that to happen on the iPhone.
Is there a text messaging app, besides hangouts, that will allow me to see the full video.

No. The only way to get uncompressed video is to upload it somewhere and send the user a link (youtube, dropbox, etc). You can also send videos via Facebook, Google+, etc. MMS file size is limited by 3 things. 1 the app, 2 the device, 3 the carrier. Whatever is smallest of those 3 will be the largest a file can be.
