Why is my balance being deducted

I have purchased a samsung note 5 and my balance is getting deducted. the service provider tells me it is being deducted for gprs. Can someone please guide me as to how to turn this option off.

Welcome to Android Central! Go to Settings>Privacy>Location, and either change Locating Method to "Wi-fi and mobile networks," or turn off Location altogether.

When you're not using mobile data, you can also toggle it off by going to Settings>Data Usage, and flipping the Mobile Data switch off. If it's off, there's no way the phone can use any of your data allotment.
