Does the actual USB cable make a difference when using a fast charger?

I think it does make a difference especially if it's an off-brand cable or one that's been damaged

Surprisingly yes. I've used a few that didn't fast charge correctly, then when I switched to another cable or the OEM one, it worked fine. So yes, the cable does matter.

Anker Powerline+ cables are too nice, I use them, and usually buy all 4 lengths...

But charging and data cables work best for Fast charge, but the gauge of the cable, matters somewhat, but even the one samsung provides isn't too thick, like say the old usb 3.0 ones that they provided with the note 3 and s5, but it does support it, some other thin ones, and even flat ones, don't work too well.
