It's the always on display mode, which you can toggle it from the notification shade.

Thank you, now what's the purpose of it over the regular lock screen?

It is what your phone shows when it is not being used. It has the time and notifications so you don't have to turn it on to check. Because the phone has an AMOLED screen, it can do this without much strain on the battery. It only lights up the pixels it is using.

Just that it always displays the time and you don't have to press a button to look at the time. Just a little more convenient that it's always there and can see what kind of notifications you have. I personally like it but you can turn it off.

So there's no purpose in setting up a lockscreen! But, it's a cool feature though!

This isn't a "lock screen", you will always have the lock screen. This is just an additional display that is always on (if you choose) on TOP of a lock screen. You can't unlock your phone with this screen, You'll have to press the home button to get to the "lock screen". Think of it more as a screen saver on your desktop. As soon as you move your mouse, you go to a screen that prompts you to enter your password.

As pinkvikchick says, it isn't a lock screen. It is your phone-is-asleep screen. Instead of just a black screen, you get a little info. When you wake your phone, it goes to the lock screen.

Now I can see why Apple does not put an always-on-display feature on the iphone.

You can actually double tap the small icon (of whatever app is actively running) and it will open to that app. If you're in the car/ or wearing a watch, and have Bluetooth and trusted devices unlock enabled, you jump right to the app.
