Blocked by an iPhone?

I used to be able to send SMS to a particular iPhone user.
Suddenly, my Note 8 converts the short SMS to MMS, for no apparent reason and the message doesn't send (my Thai carrier doesn't seem to do MMS on my package).
It is possible I have been blocked by the iPhone user.
Can anyone confirm?

It may be possible, but there is no way of knowing for sure.
