Does anyone know if this icon bar exist (in the picture attached) or if it is just a wallpaper?

I can't see it clearly. But that just looks like he put stuff in a folder and removed the background of the folder. I can make that easy on Nova Launcher.

interesting I downloaded the Android forum and was able to see that picture just fine. The problem seems to be when I'm in Tapatalk. it looks like something you can just set up those look like little file drawers for you can stick multiple apps within the window

Well, open Nova Launcher settings>Folders>Folders Preview>Grid.

Backgrounds should also be set to none.

You should be using Nova Launcher as your default home app. This can't be done on the default launcher that comes with Samsung. I'm also not sure if this is available on the free version of Nova Launcher. I bought this app years ago.
