Is there a way for the N8 to get the rise to wake feature ??

Unfortunately, nope. Only option you get on the Note 8 is for it to remind you of certain pending notifications (IIRC it only works for calls and messages) when you lift it up, but not to wake the screen.

There is an app called glimpse notifications I use. Wakes the screen on notifications and when picking up the phone. Works very similar to the iPhone.

I can confirm that Glimpse app works fine on my Note 8 with Oreo. I installed it because my screen locker that worked fine for years (Slidelock) stopped waking the screen on notification incoming after Oreo update. Glimpse notif solved my problem.
