What exactly is this? It keeps showing up right under my screen on time and is usually around 15% of my battery while my screen is around 20%. Is this normal?

It's pretty much as advertised -- various components of the OS all grouped together. On some phones or versions of Android, if you tap that listing, it will further break down what system apps or services are contributing to battery usage, but that's usually not that helpful unless you know all about the inner workings of Android. Is your battery draining faster than expected, or are you just concerned that it's taking up a significant amount of battery ?

Just concerned. Wasn't sure if 15% was too high since everything other then that and screen is under 5%. It says Active and Background use both 0 minutes so why is it showing 9% battery used right now. My battery is at 51%.

Look at it this way -- the system has to be working in order for the whole device to work, and so even if you're not actively using the phone with the screen on, the system will still be doing something. I'm not sure how to explain the Active and Background figures, being zero, but overall, the main numbers are not particularly unusual. Knowing your battery is 51% isn't that helpful unless we also know how long it's been since it was at full charge, and what you were doing. To get a better idea, it can help to see battery stats. Charge up to 100%, then let it drain to 20-30% with normal usage, without charging in between. Then show us:

    1. The main Settings>Battery screen.
    2. The fullscreen battery graph screen (which shows Awake time and Cell Signal Strength).
    3. The Screen category (to see total Screen On time).
    4. The Cell Standby category, if present (to see Time Without Signal).

You might have to install a 3rd party battery monitor, like GSam Battery Monitor, to get the Cell Signal Strength graph. Some of the details I asked about might also be found in different parts of the menu, or not at all, depending on the manufacturer and the version of Android.

15% is way too much. I've never seen mine go above 5. I'm on 9 hrs of battery and it's only at 2% for Android system. I believe I saw another thread on this topic and some fixes for that.

It seems to have gone down a bit. I'm near 6 hours of battery and 3% android system.

Mine is usually about 1% no matter how long my battery lasts. On this screen cap, I've not used my T-Mobile Note 9 because I brought another Note 9 with me yesterday on my AT&T line. That Note 9 has 6% for Android system after 23hrs but I blame that on my AT&T line having a weak signal while at home.
