Cannot Play Sound During Call

Occasionally the text message notification on my Note 9 will not sound when getting texts. When I check the notification settings I get a message that says "Cannot play sound during a call." I am not on a call when this happens. It is almost like the phone thinks a call has not disconnected.

If I reset the phone it will work normally for a while but the problem will occur again.

Any ideas about preventing this problem? Clearing the cache doesn't seem to have any effect.

Most texting apps won't sound a notification if you're already in the app.
