After the new Pie One UI update on my Galaxy Note 9, all incoming calls are being declined. None of the numbers are blocked and if I delete the contact and re-enter it, it still shows declined when they call. Is there a fix for this?

You're only solution could very well be a factory reset.

Welcome to Android Central! Assuming Do Not Disturb is not activated, try wiping the cache partition: https://support.t-mobile.com/docs/DOC-38222. If that doesn't help, see if it still happens in Safe Mode: https://support.t-mobile.com/docs/DOC-38160
