I have an two camera folders (internal and SD card) in phone gallery. I've tried deleting backed up photos but it also deleted from the cloud. How can I remove photos from phone and not cloud?

Open your Photos app, select the photos you would like to delete, in the upper right hand corner open the menu (3 vertical dots), select delete from device. They will still appear in your photos app but the source will be your Google backup and not your device.

They would need to sign into Google photos for it to back up there.

Are you using Google Photos for your backups, or Samsung Cloud? If you're using Google Photos, you can also easily delete locally saved photos that are already backed up in the cloud by opening Google Photos, tapping Menu, then Free Up Space. The app will know which photos are already backed up, and proceed to delete those photos files from local storage.

I'm used Google photos and I don't have the option of delete from device in the gallery app menu.

I found the option in Google photos but I can't delete from the sd card. If I delete in the gallery it deletes from both

So you're saying that only the internally saved images appear in your Google Photos app? On the other side from the previously discussed menu (the left) there is another menu. This time 3 vertically stacked horizontal lines. Open that menu and select device folders. Instead of the thumbnail view of all of your photos it will show you the different folders on the device. The ones on your SD card will appear with a small memory card in the lower right hand corner across from the name of the folder. The process is the same.

When I view device folders I see everything on the sd card and only 3 of 560 photos on my phone display.

You could use your file manager to view and manage files. You have a Samsung so in your app drawer there should be an app called "File". Open this and navigate to your SD. Now this will only show you files on your device and will only delete files from your device so it should be a pretty safe way to handle them without fear of affecting your cloud storage. The only issue is you can't see which ones are backed up already but if you're set to auto backup you should be safe deleting anything over 24 hours old. This method isn't ideal because of the extra steps but once you handle these files I would imagine everything else is going to show up in your Photos app.

Actually I just looked and the reason you are only showing 3 photos may be because they've already been removed. So when I first read your question I went into my Photos app to refresh my memory on what to do and to be sure I was giving accurate information. In doing so I deleted some files of my own. Now when I look on the Photos app they are still there, because Photos draws from all sources, but when I go to my device folders they are not there, because the device folders are just that, folders on the device, and do not include any of the cloud stuff. My photo count didn't change when I deleted those photos because it only counts each photo once even though it is in two different places in my techviorment. So you may only have 3 photos left on your phone, which going into the file manager can verify if you don't find any other photos on your SD card.
