I have the US factory unlocked note 9. I noticed recently that both the Netflix app and YouTube tv can only stream at maximum 480P resolution. I think this happened after pie update. I tried clearing cache, re-installing the apps, but nothing works. Does anyone else have this problem?

On a Pixel 2, I can get 180X60p on YouTube, but it defaults to 480p. If I hit the 3 dots and choose 1080, I get it. I don't know about Netflix, I don't use it.

But this says it's not the YouTube app or Android, if you can't get 1080.

I can stream up to 1440p on my YouTube app. only YouTube tv and Netflix are somehow capped at 480p max. I read somewhere there is a possible DRM widevine level issue which limits the copy righted content to 480p. But Galaxy note 9 is supposed to be level 1, which allows HD content. But after Android pie update, the widevine level is now at level 3 on my phone, which prohibits HD copy righted content from playing. My phone is not rooted or modified so I'm not sure why it's now at level 3. Even my old Galaxy S7 is on level 1 and can stream HD copy righted content. I have the exact same apps on both phones and almost same set up. only difference is S7 is on Nougat versus Pie on note 9.

I get 720p on Netflix whether on VZW or Wifi

Netflix says I should get 1080p on wifi but never fixes the "issue"

    I used to get 1080p.

Note 9 unlocked version on vzw.

I know you can see YouTube's current resolution via Stats for Nerds, but how do you tell with Netflix?

In any case, my N960U1 (CSF1 firmware, June security) shows Widevine L1 (see screenshot). If I look at my actual data bandwidth when viewing 4K Netflix shows, it's around 4-5 Mb/s, which is consistent with 1080p, or possibly 1440p, which is also how the image looks.
