I also contacted AT&T to get my i727 (Sumsung Galaxy S II LTE) "Skyrocket" carrier unlocked.
The first rep was pleasant and told me exactly what I knew she was going to say. "Is this phone at&t branded. Does it say at&t at the top, is it uppercase or lowercase, has it ever been reported lost or stolen" blah blah...
Once she went through the list and checked all of the blocks and kindly took my email; she informed me of my case number and expected resolution date. I contacted at&t on 6/26 with an expected resolution of 7/3.
I received an email on 6/28 from the
okcsubun@att.com (OKC Subsidy Unlock Team)

I tried the code and it worked on the first time. Hell, I even have 4g here in Kuwait using my Watanyia SIM.
I am still under contract, just in good standing (paid in full). I have had the phone for 1 of the 2 years on the contract so far. (had 3 iphones before this as well).
They also confirmed that at the end of the contract, its Federal law to give you the unlock code.
In conclusion, give them a call. at&t does some stupid sometimes, but every now and then the little guy gets a win-
Good Luck,
Josh
