is the network set to “global” or “LTE”. i think i read somewhere having it on global can cause the antenna to switch unnecessarily

I would assume not because you see the signal is very good 99% of the time.

"99%" doesn't mean anything - that's a setting that the manufacturer makes, and 99% could be "just over the threshold for noise-free reception" or it could be "WOW! You almost never see a signal this strong".

Install LTE Discovery, look at the Signals tab, and see what your actual LTE signal strength is. -90 to -110 is okay, but -110 is getting into the "raise the transmitter power" area. Under -115 ("under" meaning a larger number - it's showing you dBm below 1mw) means that the phone will raise the transmitter power ("if the tower is so far away that its signal is weak here, my signal will be weak there, so raise the transmitter power"), and it will cost you battery just to sit on the lock screen. Unless you go into airplane mode.

Enabling developer settings I found the setting was already off. Turning it on and off made no difference.
