You can turn the shutter sound off in the camera settings.

Before you do, make sure it's not illegal where you are. (It is in most places - that's the only reason the apps make the noise.)

Huh, show your data to support that claim.
Virtually all “real” cameras (DSLR, mirrorless, etc) have an electronic shutter option for silent operation when desired. No one has ever complained about that.

I forget it if passed or not but HR 414 would only apply to mobile phones not conventional cameras.

Interesting, but a couple of points.
1 - I just did a very, very quick search and found the introduction of the bill, however didn’t find that it’s fully passed, but, again, just did a cursory search.
2 - Regardless would only apply in the US (obviously) and not elseware. Cell phone market is huge outside the US.
3 - Even if law now, speaking only for myself, I would have no problem(s) challenging that if I were “caught” with a silent cp camera shutter. Courts have long upheld that it’s not illegal to photograph complete strangers in public, even without their knowledge. Street photographers do that constantly and display said photographs.

there are other countries that have adopted similar legislation I'm not sure if it actually got passed but New York was the one to lead with the bill

Some cell phone devices do have a silence feature but some don't.

I'm confused by the OPs question though. He was referring to a noise by opening the camera or at least that's the way it was worded

I’m confused also by that question.
I live outside of the US now (since retiring in 2015).
Both my phones (iOS and Android) allow for a silent shutter release. I just checked.
Having said that, I haven’t used any cellphones for photography in a long time. Only occasionally for a quick little digi-snap of something around the house (as example if a friend ask to see something).
Regardless, I would not worry about silencing the shutter. I just asked a friend to check their phone and even though there is nothing in the settings to silence the shutter, she could do it by simply muting (turning off the volume) on her phone.
I would have thought if it were “law” then there would be no way at all to silence the shutter.

I don't think the OP is talking about the shutter sound when you snap a photo. I think they mean the actual sound of the lenses switching? From front to back for example? I don't know how to stop it but I personally love it.

There is no sound from “lens switching, front to back”. Those are two completely different cameras. Maybe the two stop aperture but not the lens for sure.

There is a "click" when you switch from front to back. There is a "click" when you enter the app. There is a "shutter sound" when you take a picture. Not sure about much else. I don't notice any other sounds.

I get the click noise in Snapchat too, but it's hit or miss. I almost thought my phone had a physical defect.
