How to rename files before downloading?

Until recently, my Galaxy s10 would ask me what I wanted to name files before downloading. Now it doesn't give me the option anymore, and I'd like it back...short of a complete reset, any ideas how to fix it?

Welcome to Android Central! Were you using some kind of download booster/management app? I'd guess it would've been renaming the files automatically after downloading them. I don't think there's a functionality to rename a file before​ it gets technically downloaded.

I just activated a new phone and noticed Chrome was giving me this option now. I'm guessing you (and myself) selected the option to not show that again. If using Chrome, go into settings > downloads, then set the option as you'd like.
