No secure startup. I consider that an issue.
swipe to unlock doesn't work, always need fingerprint, face, or password. im fine with that unless I'm at home.
March update? When I first got the phone it had the march update, 475 or so mb, downloaded then gave me an error. Still get the error if I try to update through security settings, and tells me I am current.

You'll be "current" if you've tried to update within the last 24 hours - always. As for the update, walleye-ota-pq2a.190305.002-1a12c227 should be 1,170,443KB. You can download it at https://developers.google.com/android/images#walleye (scroll down to March 2019) and sideload it (using adb).

For the update, see if setting it to None turns it off. ("Lock" the screen with the power button [long press, then Lockdown], bring it back with the power button, and you should see your home page. From there, change it to Swipe, and "unlocking" it should bring you to the swipe page.)

I don't think March update is out yet, as far as I know there was only one update that added the Instagram mode, ability to remap bixby button, improve S10 fingerprint performance etc and that was still Feb security patch.

The option was there on my unlocked model to enable during setup.

I'm unable to find as well that setting on the unlocked S10e. Can't remember is it was offered during setup but weird I can't find now.
