New battery won't charge, just blinks the battery..HELP!

I purchased a new battery on Amazon for my S2, well it came in and would not charge. I contacted the seller and they didn't require that one back but sent me a new one real quick, it shows up and I plug it in. It looks at first like it is going to charge, but it just blinks the battery symbol on the off screen with the refresh circle going around every 3-4 seconds it blinks on. If I unplug it from the charger the phone turns itself on, but it's dead really so it won't stay on. Any ideas why?? It has a date stamp on the battery and it is a new battery, made 01/26/2015. The rating is correct 3.7 V. The only difference I see is it's 1650 mAh instead of 1500 mAh. Is that an issue?

I suggest you try a different battery, either from a friend or relative with the same phone or, buy one from a brick and mortar store.

That way you can try it and if it doesn't work on your phone, than there's something wrong with the phone, not the batteries.
