Samsung S21 Nuisance: location detection is actived when WLAN is turned on?!

I found out that whenever I activate WLAN, the location function is turned on too. Is this normal behavior? Bug not seen in another identical S21. No app access is granted and when I check the data privacy it states that 0 app(s) have used the location function; however for any reason it would always be turned on together with WLAN usage

Is this used for Work phone? Location turned on in phone settings?
