HELP with Galaxy S4 Mini

My galaxy S3 hasn't worked properly from day 1! I have never been able to download ANYTHING! I can't sync anything, my internet is slow and now my facebook won't come on. Has anyone else had these problems and any help solving this would be much appreciated. T.i.a

First question, if you noticed something wasn't right from the start how come you never went into a local carrier and/or store to have them check things out?

Could you provide a little more details as to carrier/network your running on, how long you have had the device and what is your current Android version.

Also are these problems happening while on WIFI or mobile signal or both?
