I am currently using a Windows Phone 7.5. How can I transfer my contacts over? I have some contacts in both Outlook and Hotmail. I am not sure if my phone has any stored on it directly? I may not make my purchase from AT&T which usually can transfer your contacts.

Export them. Create a Gmail account. Import into Gmail contacts. They will automatically sync on your new android phone.

Since you're going to get a google account (if you don't already have one) just transfer them all over to google. Then once you login your new phone they will automatically by synced.

Follow the steps accordingly.

Exporting contacts from other mail providers - Gmail Help

Once you do this, you'll never have to do it again because all of your contacts will be synced OTA.

Hey,

You don't have to sync with Gmail. It works great with Hotmail and outlook too. I came from the LG optimus 7 and when I put my Hotmail addy in, all my contacts appeared!
