Some days ago i bought a new S3(GT9301I) with 4.4.2 KitKat ,My problem is that a cpu frequency was using only with 998MHz(Power Safing) and DeepSleep mode's, no more options. I restarting my phone and it back to the 300Mhz when i dont use phone( only look at CpuSpy graph), but when i open Internet Data ( no Wi-Fi) it back to still 998Mhz :| , My question is this is smth wrong with Android or inside in phone ?

Same situation without power safing the phone work on 1190/1401 MHz mode only :/

I have a s3 neo as well. I searched for the issue and your post came up in the results
So far I think it's s3 neo's normal behaviour.
I would wish it would fall back to 300mhz when using data connection but we can't do this.. yet you can limit off screen frequency.

Still don't fret over this problem that much.
Even with high full normal cpu speed, if cpu spy says 1090mhz it doesn't specify how many cores it uses. If you take another app to check multi core speed, you will see that normally when idle cpu is at 1090 at 1 core or with power saving 998 at 1 core.

It would be better to stay at 300 mhz but oh well
