Need help w/ 'Removed Apps & Users' icon sstill using data (Samsung S3)

I have an older Samsung S3 (Sprint). When I go to 'Settings', then click on 'Data Usage' underneath the graph for already used data is a little green Android guy and to the immediate right a heading saying 'Removed Apps & Users'. I've read that this is supposed to represent how much data removed apps have already used, but in my case it is *still* using a lot of data (and I'm limited to 5 Gb per month). So my question is can someone PLEASE help me make it stop using up my VERY limited data?
