Why can't I reply to automated texts?

Cannot reply to automated texts

I have recently been unable to reply to the automated messages from dr offices and school messages that have source phone numbers like 83170 and want you to send R to reply or C to confirm. It will not send the response. I always get a failed message error. I get "Code :-1 Error: Message to destination not sent." Can somebody please tell me what I need to do so I can respond to these? It is not just one business or number, it is all of those. I can receive but cannot send a response past the initial message received. I have Samsung Galaxy S3.

I am having the same issue for about a month or so now. I have an LG phone and it just says "message not sent". Why can't I message back to the doctors office?
