Talkback is disabled on my Galaxy S3 but it still pops up, why does it still pop up?

talkback is disabled on my galaxy s3 but it still pops up

I have disabled talkback on my samsung galaxy s3 but when the phone battery dies and i turn it back on or i restart the phone the lil hand for talkback shows up but talkback had been disabled. Why does it still pop up.
